The first draft of Freeport’s 2025 Comprehensive Plan is now available for public review. The plan has been submitted to the State of Maine for review under the Growth Management Act. The State has found the the plan consistent with the requirements with the Growth Management Act. The findings has been attached as part of the draft appendix section E.
This draft reflects over a year of community engagement, data analysis, and planning discussions. It outlines a shared vision for Freeport’s future, with priorities including housing, land use, economic development, and environmental stewardship. View the plan below!
Freeport Comprehensive Plan
The core of Freeport’s 2025 Comprehensive Plan outlines a vision for the town’s future, grounded in community values and priorities. It includes the Vision Statement, which captures the long-term aspirations of residents, and the Future Land Use Map and Narrative, which provide guidance for where and how growth should occur over the next decade. The plan also presents a comprehensive set of Goals, Policies, and Strategies across key focus areas—such as housing, transportation, economic development, and natural resources—to support informed decision-making and coordinated action by the Town.
The appendix consists of four sections: Inventory Chapters, Implementation Table, Public Participation Summary, and the Capital Investment Plan.
